- ➤ The Skagit River reached a record 41 ft near Concrete on Thursday and is expected to crest at 39 ft near Mount Vernon at 10 a.m. today under a flash flood watch while over 200 National Guard members help with flood protection efforts. KAFE

- ➤ Minimal flooding is reported in Bellingham today as Hannegan Road is closed due to a culvert failure with detours set up. City Council on Dec. 8 approved new housing measures; libraries close Sundays from Dec. 14 and Whatcom Museum hosts holiday events through Jan. 4. City of Bellingham
