- ➤ Lummi Nation declared a state of emergency Thursday as rising floodwaters from the Nooksack River cut off most access to the reservation; officials and the U.S. Army Corps of Engineers are monitoring a damaged levee at South Slater Road to prevent a dangerous breach. FOX13
